It is where the gov posts business opportunities
Is this normal? dont we have police?

That's normal, IRS does A LOT more than just collect taxes and push papers :) (Treasury agents hunting counterfeiters etc.)

I'm not getting into specifics or arguing with anyone about this. But IRS Criminal Investigators actually have to quailify more often and with longer range shots than FBI special agents. IRS criminal investigators do a ton of work with DEA, Postal Inspectors, FBI, and other government agencies that use Special Agents. One of the duties that has been taken away from IRS for now is protective details with the Secret Service, but I do see that being given back soon tho.
