Any trailer with a GVWR (Gross Vehicle Weight Rating) over 3000 Lbs.
You can use that Florida registration to title in PA. The trailer SN is the VIN. Tell the notary they have to do it on paper forms, it won't go through an electronic system. My notary only needed to see pictures of the trailer and data plate on my phone, but some notaries require you bring the trailer to them to inspect it. Some even require you take it to an inspection mechanic to have the VIN and gross verified on a special form. Call around, or I will tell you the name of my guy out my way.
