Well.... no longer need the fenders.
Found a matching stock set (although the wrong color) with all the lights, washer fluid bottle, horn, battery tray and extended flairs. Perfect condition!!
The best part is, they were about the same price, or cheaper, than aftermarket ones on eBay!! $160 for the pair!!
The guy had a windshield frame too, and the right color, but was selling it with a tub and wouldn't separate them!!

No longer needing a windshield frame.
Found one rust free on CL in Youngstown. Has a busted windshield, but so does the one I have on the Jeep now.
And at $100, I couldn't pass it up!
Only trouble is, aside from color, it's for the early model TJ, mine is an '04.
Can anyone tell me what the differences are and if I could expect any troubles swapping them?

So far I've noticed the older model frame doesn't have the molding covering the interior of the frame.
Looks like the hold down clamps should fit ok. Waiting for the weather to clear up some before I get much further into it.
