I'd say transfer case skid should be first on the list for an XJ.
Im running TnT's full belly-skid myself. It's about the best skid you can get for the transfer case...but its also not the cheapest...by any means. Other companies like skidrow, DPG, and rustys make some really nice skids as well and really arent that much money!
Next, I would probably say rocker guards. Companies like TnT, JCR, AJ's Fab, C4x4, and JKS all make some nice rails that are a pretty straight foward install (either weld/bolt on). MF steve also makes some really nice stuff thats super-beef. Jason(jeepxj3) is running his sliders and they seem to hold up really good.
After those two are covered, I'd probably say diff guards. You can find some pretty cheap diff covers/guards out there, but generally companies like SOLID, RuffStuff, and Riddler Mfg are the way to go.
Finally, I'd say gas tank skid and other small things like bracing your LCA mounts (the factory ones are pretty crappy).
As far as where to buy this stuff at...? 4wd Hardware, Quadratec, and Jeepin Outfitters carry a good variety of the parts just mentioned above. I've dealt alot with Jeepin Outfitters and can say that they have some of the best customer service and prices around. Some of their stuff has free shipping too!

gas tank and t-case are primary. then rock sliders, tranny pan protection, and bracing the LCA axle mounts (make your own if you can weld).
Go for the middle of your XJ first, then go out from there.
I have the TNT Belly Pan like Chris has, and its awesome, It covers, your trans, and xcase.
Next go for your rockers, get some sort of protection in this department. Honestly I havent found a need for a gas tank skid (JUST YET) I know ill eat my words later on this.... But anyhow your diffs are also somthing you should be concerned about. I would def. get some HD covers on those, I probably use that skid the most out of all of them. The stock covers were so bashed up im suprised I never got into my ring gear.

I would get the t-case/tranny skid done first, then rocker gaurds like everyone else has said, I would then think about an oilpan skid and gas tank skid.
Personally I would not worry too much about the diff gaurds, as long as you look at the trail before you drive avoiding hitting the diff is fairly easy. I do plan to add them to my Heep at some point but so far have had no real need to get them.
I'm not completely worthless, I can always serve as a bad example.

In all of my wheeling my XJ stock and lifted I hit the gas tank more then anything!!

Those 2 are the ones I've used the most!
I have only hit my t-case skid a couple times, and I play in the rocks as much as anyone! The stock crossmember on mine covers most of the t-case, so I've never worried about it.

i run stock front - t/c - and gas skids and a bds dana30 skid... stocks are ok, use them as a " umm ok need to back up now" indicator....
i need LCA skids, if anyone can weld i'd buy them off you!
ya my stock front suspension skid plate has never been needed and the stock t-case skid has held up to the small scrapes its been given. the factory steel gas tank skid has worked fine for me. i made dif guards for both my differentials and the front one has been used a few times (rocker knocker) and im sure ive used the LCA skids a few times.
Mah, belly pan is flat, and I could probably support the whole Jeep with it without worry of it collapsing... As for the stock cross member and skid, its got ridges and I have crushed many of them.
